Alastair Cullen is a character in Outriders, he is the Overseer of Deadrock Pass and its lumber operation.

Overseer of Deadrock pass and its lumber operation, Cullen is cunning and ambitious, but has grown dangerously addicted to "Sawdust," the drug he has prescribed to his soldiers to keep them awake during watch. They say, he partakes enough that it's started to mess with his brain.
Born to a military-family in Nevada, and raised to be an officer, Cullen has forever been surrounded by war without ever actually having fought in one.
Cullen arrived on the Flores as a Lieutenant in the ECA forces, and was responsible for following the order to close the First City gates, locking out those in the slums outside. That sad day became a fiasco, when Cullen panicked and ordered his soldiers to open fire on the crowds, filled with women and children. They say he only escaped court-martial by accepting a reassignment to the distant and dangerous Deadrock Pass. But as that pass became increasingly essential to supporting both Rift Town and Trench Town, Cullen managed to work his way back up the ranks.
Marshall Cullen remains discontent with his position, and is constantly seeking to both elevate his rank and fill his pockets. He's willing to do business with slavers and bandits, as long as he gets a cut, and he holds a tight grip on his subordinates. It's only his mind, they say, he's losing his grip on.
