Zahedi revealed the briefcase to be an Uplink Node, capable of connecting to the Flores and bringing down the resource pods that never launched from the ship. If you can find the source of the signal beyond the Anomaly, you’ll be able to contact the Flores and bring the pods down.
To find the signal, you need to reach the Radio Tower in the Eagle Peaks and triangulate the source of the signal.
